Control Panel > Change Keyboards, Language or Region > Keyboards and Languages > Select 'Change Keyboards' > Select US/UK english.

Hey there,
This is usually related to the language profile of your keyboard.
Switching it to US/UK English, removing the other language profile then adding it again should fix this crash.
If that doesn't help, can you please try 'Verifying Game Cache' and letting us know where this error message occurs?

If you are joining the Legion league you will need to create a new character however, if you'd like to continue playing your previously created characters you should be able to do so on either the permanent Standard or Hardcore leagues (depending which your character was created for).
Would you please try clearing your browser cache and cookies then re-loading the page you are trying to view?
